NYS Canal Corporation Releases RFQ for 2026 “On the Canals” Recreational Adventures

The New York State Canal Corporation (NYSCC) has announced a new Request for Qualifications (RFQ) seeking organizations to design and operate recreational adventures along the iconic New York State Canal System beginning in Summer 2026. This opportunity is part of On the Canals, a statewide initiative that brings free, public outdoor activities to communities across the Erie, Champlain, Oswego, and Cayuga-Seneca Canals.

The goal of the program is to introduce more New Yorkers and visitors to the canal system by offering engaging, inclusive, and memorable experiences. The RFQ invites proposals from businesses, nonprofits, municipalities, and community organizations that can deliver high-quality, accessible recreational programming throughout Summer, Fall, and Winter 2026–27.


What is “On the Canals”?

Now entering its seventh year, On the Canals brings a diverse lineup of free outdoor experiences to canal communities. Past adventures have included kayaking, cycling, birding, painting sessions, fitness classes, wildlife hikes, history tours, snowshoeing, water safety workshops, and more.

These activities are designed not only to attract visitors, but also to stimulate local economies and give participating organizations a chance to pilot new offerings, explore new markets, and potentially transition these activities into future paid programming.


What Types of Adventures Is NYSCC Looking For?

The 2026 program is open to a wide range of ideas, including both guided experiences and accessible, adaptive recreation. Examples listed in the RFQ include:

  • Kayaking, cycling, and fishing (standard + adaptive equipment)

  • Outdoor painting and artist-led environmental activities

  • Birding, nature hikes, ecotours, plant ID walks, pollinator garden strolls

  • Youth, teen, or parent-focused programs

  • Canal history and cultural tours

  • Fitness and wellness sessions (Tai Chi, Run Clubs, Mindfulness Walks)

  • Photography tours, invasive species education, and more

Proposals that support the NYS Canal Recreationway Plan 2050 will receive priority—particularly those that foster community, commemorate history and culture, and ensure inclusivity for people of all abilities.


A Strong Emphasis on Accessibility

A major focus of the program is expanding access for people with disabilities. Providers may apply to participate in the On the Canals Accessibility Education Program, a no-cost, yearlong consulting partnership that helps organizations improve inclusive design, accessible equipment use, staff training, outreach, and more.

This emphasis on accessibility reflects NYSCC’s broader goal to make the Canal System a global model for inclusive recreation.


Support & Reimbursement

To help providers pilot new offerings, NYSCC may reimburse:

  • Operating costs

  • Staffing

  • Necessary equipment

  • Insurance requirements

  • Reservation system expenses

In select cases, NYSCC may reimburse certain equipment purchases, with those items remaining the property of the state.

NYSCC welcomes proposals from:

  • Outdoor recreation companies

  • Nonprofits

  • Tourism and cultural organizations

  • Municipalities

  • Environmental and conservation groups

  • Wellness and fitness instructors

  • Artists and history educators

  • Adaptive recreation providers
