Schuyler County Facade Improvement Program

Frequently Asked Questions

1 / When can I apply?

The Façade Improvement Program Review Committee meets quarterly, or as needed at its discretion, to review applications and make funding recommendations. Review timing depends on project readiness and available funding.

2 / Should I wait for a committee meeting to apply?

No. Applicants are encouraged to apply as soon as their project is ready. Submitting early helps ensure your project can be considered at the next available review.

3 / How much funding can I receive?

Grant awards range from $5,000 to $25,000, and require a minimum 50% private match. Funding is provided as a reimbursable grant.

4 / How does reimbursement work?

Awardees must pay all project costs upfront. Reimbursement is issued after the project is completed, inspected, and all required documentation is submitted. Applicants should plan for reimbursement processing to take approximately 60 days after project completion.

5 / What types of projects are eligible?

Eligible projects focus on exterior building improvements, including façade repairs, signage, painting, masonry, windows, awnings, accessibility improvements, and certain site improvements visible from public areas. Projects should result in a visible, high-quality improvement to the building or streetscape.

6 / What types of costs are not eligible?

Program funds cannot be used for interior work, routine maintenance, refinancing debt, sales tax, septic or utility systems, parking lot paving, or owner/in-kind labor.

7 / Do I need contractor quotes before applying?

Yes. Applicants are generally required to submit two competitive bids for construction or professional services. If only one quote is available, an explanation may be considered.

8 / Can I do the work myself?

Property owners may perform the work themselves; however, owner labor is not reimbursable. The committee may request proof of experience or capacity, and all work must meet applicable codes and permit requirements.

9 / Does my project need to be highly visible?

Highly visible, street-facing projects are prioritized, but improvements to secondary façades may be eligible if they positively impact the business, customer experience, or long-term viability of the property.

10 / How long do I have to complete the project?

Projects must be completed within one year of award notification.

11 / What happens if my project scope changes after approval?

The approved scope of work is considered final. Changes may result in delays or rejection of reimbursement and should be discussed with FLX Gateway before proceeding.

12 / Who should I contact with questions?

Applicants are encouraged to contact FLX Gateway early to discuss project eligibility, readiness, and application requirements before submitting. Call or email and we'll direct you to the correct personnel.
