Schuyler County Facade Improvement Program Logo

The Schuyler County Façade Improvement Program provides financial assistance to small businesses and property owners to improve the exterior appearance of existing buildings throughout the county. The program is designed to leverage private investment while enhancing the pedestrian environment, strengthening building visibility, and encouraging continued reinvestment in local properties.

Priority is given to highly visible projects that improve the overall streetscape and viewshed. Interested applicants should review the program guidelines and evaluation rubric and contact our office to discuss project eligibility before applying.

Program Details

Application

Who Can Apply
  • Owners of existing commercial or mixed-use buildings located in Schuyler County

  • Tenants may apply with written approval from the property owner

  • Properties must be insured and current on all local taxes

  • Buildings that previously received funding through certain state or local façade or downtown programs are not eligible

 
Funding & Match Requirements
  • Grants range from $5,000 to $25,000

  • A minimum 50% private match is required

  • Funds are provided on a reimbursement basis only

  • Applicants must demonstrate the ability to cover full project costs upfront

  • Projects must be completed within one year of award

 
Eligible Improvements

Eligible projects may include, but are not limited to:

  • Façade repairs and exterior renovations

  • Painting, signage, awnings, and storefront improvements

  • Masonry, carpentry, window, and cornice repairs

  • Accessibility improvements to storefront entrances

  • Site work such as landscaping or parking improvements (public-facing areas only)

  • Design and engineering services (limited reimbursement)

 

Ineligible Costs

Program funds may not be used for:

  • Refinancing existing debt or interest payments

  • In-kind or owner labor

  • Sales tax

  • Routine maintenance or interior work

  • Septic systems, utility laterals, or parking lot paving

  • Improvements deemed inconsistent with community character

 
Application & Project Requirements
  • Two competitive bids are required for construction or professional services (with limited exceptions)

  • All work must comply with applicable building codes and permitting

  • Projects are subject to inspection during and after construction

  • Final reimbursement is issued after project completion, inspection, and documentation review

 
How Projects Are Evaluated

Projects are scored based on:

  • Physical and visual impact

  • Visibility and viewshed

  • Project readiness

  • Level of private investment leveraged

  • Economic and community impact

  • Property location within recognized business areas

 
When to Apply

Applications for the Schuyler County Façade Improvement Program are accepted on a rolling basis. The Façade Improvement Program Review Committee meets quarterly, or as needed at its discretion, to review applications and make funding recommendations.  Applicants are encouraged to apply early and to contact FLX Gateway to discuss project readiness prior to submission. Submission does not guarantee immediate review; project readiness and funding availability may influence review timing.
